Mangino's University parking history

Coach Mark Mangino resigned Thursday following allegations of unfair treatment of players. During his time as Kansas football coach, Mangino has also had altercations with the University Parking Department.

Mark Mangino was so upset after he received a ticket in June 2007 that he got in his car, tracked down the student who wrote the ticket and “screamed, yelled and cussed” for nearly ten minutes, according to documents obtained by the University Daily Kansan through an open records request.

It was the 33rd parking citation he had received since 2002, and the 22nd for parking in this exact loading zone. Mangino paid the ticket the same day it was issued — this was the only time he had done this — and employees of the Parking and Transit Department said he was “sweetness and light while paying the ticket.”

Donna Hultine, director of the Parking and Transit Department, said in an e-mail that Mangino called her the day after the incident and completely denied the behavior, classifying it as a conversation. However, Hultine later said that an employee of the athletic department confirmed the student’s account of the incident along with several witnesses.

In the e-mail to James Long, the Vice Provost for Facilities Planning and Management, Hultine said that she was instructing all officers to turn on the microphone on their radios if they encounter similar situations with Mangino in the future so the conversation could be broadcast to the police department and recorded.

Hultine said the athletic department was supportive in the incident and mentioned Athletic Director Lew Perkins specifically.

The student that issued the citation to Mangino said he was standing in an adjacent parking lot to where the citation was issued when Mangino stopped his car nearby at about 2:15 p.m. and called him to the vehicle.

Mangino asked the student if he had written the ticket. The student replied that he had and Mangino then asked, “What in the hell for?” While the student explained that he had been blocking a loading dock, Mangino said that “he had boxes of notebooks to unload and that the student was wrong for ticketing him."

The student explained to Mangino how to unload without getting a ticket. Mangino asked the student who had told him to ticket cars in that spot and then asked for his boss’s information. The student explained that his boss told him to ticket cars in the spot and that he was not allowed to give out his boss’ personal information.

“He got out of the car, slammed the door and came within about a half foot of my face and started yelling at me, saying that I couldn’t answer any of his questions and that he works 16-hour days and has no time to go get a pass,” Walters said.

Mangino then asked the student why he didn’t ticket a four-wheeler that was parked near his car, and the student explained that it wasn’t a vehicle and didn’t have a license plate on it.

Mangino then yelled, “So, if I take my plate off you won’t ticket me?”

When the student said he still would, Mangino said, “That’s goddamn ridiculous.”

At this point, the student said people near Allen Fieldhouse stopped to watch. Mangino then insisted that he had only parked there a few times and had paid all five or six of those tickets. He then asked the student to check his file, but the student told him that his file was not relevant.

“He [Mangino] said ‘this job give you power, does it? You feel real f powerful walking around like a big shot, huh?” Walters said.

Walters tried to deny these claims but Mangino continued.

“Why in the hell else would you be bothering me with this?” Mangino asked.

The student explained that his office told him to ticket cars parked in that spot, but Mangino yelled “So offices tell you what to do? F offices walk around telling you what to do all day?”

The student said Mangino eventually got back into his car, but then said, “You just don’t like talking to me because I’m ethnic, just because I talk with my hands.”

“He then went on to tell me how important he is to this university and how he doesn’t have time to spend dealing with this crap,” Walters said. “He said that before he coached here the team would do whatever they wanted on campus. He said they would park in handicap stalls or wherever else they wanted, that they would shit all over us. They would get up in our officer’s faces and yell at them for giving them tickets, and they would get away with it. He says he doesn’t tolerate his team doing that anymore, and that if they are caught doing such things that he won’t let them play.”

Mangino then gave an example of such a player he said was suspended from the Kansas State game the previous year, but didn’t give his name or reason for suspension.

“Overall, the conversation lasted nearly 10 minutes,” the student said. “And he never once lowered his voice other than when he said that I won and he gives up and drove away.”

I ticketed Mark Mangino at the loading dock in lot 31 then walked over to lot 70 near the meters. He drove over and stopped his car in the middle of the roadway and yelled at me to come over there. I walked to within about 10 feet of his car and asked if I could help him. Still yelling, he asked if I wrote the ticket. I said yes and he asked, “what in the hell for?” After starting to say that he was blocking the loading dock, he cut me off in the middle of my sentence and asked, “Is that a loading dock? Is it not a goddamn loading dock?” After starting my next sentence, he cut me off and told me how he had boxes of notebooks to “UN-LOAD!” and that I was wrong in ticketing him and asked how to unload without getting a ticket. I told him to either get a loading permit from the booths or to contact the office. He asked who told me to ticket cars that are unloading, and I informed him that my boss told me to ticket cars in that spot. He asked my boss’ name and I told him that information wasn’t mine to give out. Parking History:

Mangino received a total of 33 parking citations from June 2002-07. Most of the violations were for parking with no permit or in a restricted area, all $20 citations. One citation was for blocking a dumpster, a $35 citation. Mangino paid 29 of these citations, while 3 were voided for administrative decisions* and 1 was voided for him purchasing a parking permit.

The timing of this story makes me think this was something the Kansan was sitting on until Mangino was gone. Am I wrong? The major incident was over two years ago. Did this just come to light?

No it did not come to light. They even already printed a story almost exactly like it. I would think even if it is a slow news day, the Kansan staff would at least be able to find something new and not have to reprint an old story.

Is this seriously a top story on the Web site today? 2007, people. The Kansan is a newspaper, not a history paper.

I am astounded that KU would actually ticket their football coach. Where I am from in Texas anyone writing a parking ticket to the coach, on campus or at the field house would not only be laughed out the door, they would be fired. Mangino had every right to be a mad about getting a ticket from a student officer wtf is this a joke I can't believe the university would allow this

It certainly sounds like Mangino has a short fuse, but in my experience the university(particularly HR) is completely willing to and capable of fabricating witnesses when it wants to frame and misrepresent people. KU gets the personnel it deserves, very often not the classiest,most professional, competent, or politically and socially aware.

Mangino needed a tow for his stint in October - November 2005, based on the Parking Regulations everyone agrees to when purchasing their permits:

11.4 Excessive unpaid violations. Excessive violations exist whenever three (3) or more citations have been issued to any vehicle or posted to the account of any owner/operator and have not been paid within ten (10) business days. All vehicles on an excessive account are subject to towing. Parking any vehicle on campus while excessive subjects the vehicle to removal from campus. Movement of a wheel-locked vehicle will cause damage to the vehicle. Payment for release of vehicles impounded due to excessive violations must be cash, cashier’s check, money order, American Express, Discover, MasterCard or Visa, and must be for entire outstanding balance. No personal checks will be accepted for citations on towed vehicles/accounts. In addition, the Parking Commission may revoke the privilege of operating a vehicle on the university campus.

I saw Mangino's parking violation issues featured very recently in a story on the front of the LJWorld so it didn't remotely occur to me this was an archived story.Bless the man for who he is and for the good he did in rebuilding the football program.
